NCA Hosts Tanzania Communications Regulatory Authority (TCRA) on a Benchmarking Visit

Accra, November 2, 2021: The National Communications Authority (NCA) on Tuesday, 2nd November, 2021 hosted a delegation from the Tanzania Communications Regulatory Authority (TCRA) on a four-day benchmark visit. The purpose of the visit is to learn more about the NCA’s Monitoring and Evaluation framework which will enable them develop tools to monitor and evaluate the implementation of TCRA’s five-year strategic plan  2021/22 – 2025/26, which focuses on improving the performance of communication sector in Tanzania.

Ms. Olivia Okailey Quartey, the Deputy Director General for Managerial Operations at the NCA, welcomed the delegation on behalf of the Director General. In her remarks she stated that, Monitoring and Evaluation is critical to enhancing the Authority’s development by providing information and understanding in making informed decisions. She further stated that the NCA has a dedicated division, the Research and Business Development Division that oversees Monitoring and Evaluation in order to ensure achievement of specific objectives.

She reiterated that currently, the NCA is conducting a Nationwide SIM Card Registration Exercise, and all Key Performance Indicators (KPIs) have been properly established for Monitoring and Evaluation purposes in order to ensure the success of such a national project. “This will guarantee that KPIs are monitored, their implementation is tracked, and remedial actions are proposed when shortfalls are identified,” she said.

In his introductory remarks, Mr. Ezekiel Sinyaro, Senior Economist for TCRA, expressed his gratitude for the warm reception given and appraised the NCA as one of the best in Africa in the area of Monitoring and Evaluation. He continued, “Benchmarking is necessary because the knowledge gained will aid in the development of tools that will enable monitoring and evaluation of the five-year project on improving the performance of the communication sector in Tanzania,” citing the emergence of new technologies in relation to digital transformation

The delegation will be taken through a series of presentations, with the NCA team readily available to provide relevant guidelines on the structure and matrix necessary for the development of tools to monitor and evaluate projects.
